Your Union and management have been working on a new schedule that will address and affect several issues:
The anticipated enhancement of up to 4 – 12 hour vehicles, pending Regional Council approval
The realignment of current resources to better cover peak demand times.
Changes to start/stop times
An alternate work schedule reflecting the expressed desires by some members.
Vacation Bids for 2016
To address these issues, the Union has been actively participating in all aspects. We have met 4 times and have mutually arrived at the following possible solutions:
If Council approves 4 – 12 hour vehicles, this means there will be an increase of 16 new full time members. This reflects a major change in how vehicles will be distributed throughout the region. In keeping with the Collective Agreement, another round of Base Bids was required to allow members to apply for the enhanced vehicles and their placements.

Changes to base pairings were discussed and implemented. In considering these changes, responses to the staff survey were taken into account. Staff indicated that geographic considerations were their primary concern followed closely by workload, and start and stop times.
Members also indicated in the survey, a desire to see more stand-alone bases. This is also present in the new configuration. There will now be more stand-alone bases for members to select.
START / STOP TIMES
Start and Stop times for stations were also modified in some cases. These changes were implemented to better cover end of shift late calls and improve overall coverage issues. The current start and stop times has adjacent stations with start times too close together and this resulted in many overruns and lengthy travel times to posts. It is expected the changes will reduce both shift over runs and reduce post assignments from long distances.
ALTERNATE WORK SCHEDULE
Some staff indicated they wanted to explore an alternate schedule similar to the one worked by the Niagara Regional Police (2 days, 2 nights, 4 off). Due to several conflicts with the Collective Agreement, this type of schedule is not possible. However, a schedule used by OPP (2 days, 3 nights, 4 off, 3 days, 2 nights, 5 off, 2 days, and 2 nights, 5 off) that meets the framework of the Collective Agreement is being presented to Senior Management for consideration. Specific bases will be assigned to the schedule if it is approved. Please note: This schedule is a trial schedule and if approved, it will be in place for the life of this round of base bids. All Collective Agreement rights in regards to job postings would remain in effect.
The main schedules will remain the current 7 off and continental schedules.
If the alternate schedule is approved and implemented, the following rules will applying regards to vacation selection:
One block will equal the following configurations:
2 days, 3 nights or,
3 days, 2 nights or
2 days, 2 nights
More information concerning this proposed schedule will be provided in a forthcoming survey designed to gauge participant interest.
The Base Bid Process cannot be started until such time the service receives notification from Regional Council of any enhancements to our vehicle count. Please be advised, that regardless of any type of enhancement, there will be changes to start and stop times, vehicle placements and base pairings. Based on Regional Council meeting dates, the earliest possible date for base bids will be the week of December 14th, 2015. The new base assignments would not be implemented until the end of March 2016.
2016 VACATION BIDS
Due to the lateness in the year of Base Bids, we will be holding a “Mini” Vacation Bidding Process to cover off January, February and March 2016 vacations. Staff will receiving their 2016 vacation entitlements in the mail shortly. The “mini” bidding process will be held November 23rd and 24th, 2015. This process is being held so members may still make vacation plans for the first quarter of 2016.
As per current practice, seniority will be the determining factor as to vacation request approval. The process remains unchanged. Vacation bids for the remainder of 2016 will held as early in the New Year as possible. Members will be advised accordingly. Vacation picks for January, February and March would be based on your current base assignments as the new picks would not be implemented until the end of March 2016.
